Do you have left-handed versions of the Switch Blade Shears?

Unfortunately, no. All Switch Blade Shears are right-handed.

I have a 5.5' shear. Can I use the 60/65 blades on them?

No. A 5.5" shear can only use 50/55 blades. The same goes for the other handles. The 4.5" shear can only use 45 blades. The 5.0" and 5.5" shear can only use 50/55 blades. The 6.0" and 6.5" blades can only use 60/65 blades. And the 7.0" and 7.5" shears can only use 70/75 blades.

Is the inch measurement (i.e. 4.5' or 5.5') the length of the blades alone or the entire shear?

The inch measurement is the length of the entire shear including the tang if it has one.
