No, since the folding handles can close to fold, the blade is tucked into the handle and doesn't need a cover.

No, this cover can only be used on the DX and SR Straight Razor handles.

Use it when you are not ready to dispose the blade. You can keep the blade in the handle and use the cover to store it for later use. In general, it's also good for just protecting the head of the razor. It's great for transporting and placing it in a drawer when not in use.
